Annual Parish Council Meeting Minutes

of the Remote Meeting held on 4th May 2021 at 7:30pm.

Councillors Present: Tamsin Crane (Chairperson), Patricia Athawes (Vice Chairperson), Richard Wade (Vice Chairperson), Pervin Shahin, Shane McAleavey, Graham Webb, Susan Harris, Garin Schoonhoven, Claire Woollard (arrived at 8:30pm), Irma Schoonhoven.

Councillors Not Present: All Councillors were present.

In attendance: Lorraine Watling (Clerk and RFO), Christopher Price (Deputy Clerk).

Public: 1 member of the public was present.

72/2021 Apologies for Absence. Claire Woollard (late arrival).

73/2021 Election of Chairperson and signing of declaration of acceptance of office. Tamsin Crane was elected as Chairperson.

Proposed: Richard Wade Seconded: Patricia Athawes Resolved: Unanimous

74/2021 Election of Vice-Chairpersons. Patricia Athawes and Richard Wade were elected as vice-chairpersons.

Proposed: Tamsin Crane Seconded: Pervin Shahin Resolved: Unanimous

75/2021 To confirm the use of Standing Orders, Financial Regulations, and the Councils Code of Conduct. It was resolved to confirm the use of Standing Orders, Financial Regulations, and the Councils Code of Conduct.

Proposed: Tamsin Crane Seconded: Pervin Shahin Resolved: Unanimous

ACTION: Clerk to add Working Groups to the Standing orders. Deputy Clerk to upload Financial Regulations on to the website.

76/2021 Committees and Working Groups. The Terms of Reference and Membership of the following Committees and Working Groups were confirmed.

Committees:

Finance & Personnel (Emergency Committee of the Parish Council): Patricia Athawes (Chairperson), Graham Webb, Tamsin Crane, Shane McAleavey, Claire Woollard, Richard Wade.

Planning: Graham Webb (Chairman), Patricia Athawes, Shane McAleavey, Richard Wade.

Working Groups:

Rights of Way & Conservation: Richard Wade (Chairperson), Graham Webb.

ACTION: Richard Wade to invite Jennifer Pooley and Christine West to join this working group.

Public Art: Pervin Shahin (Chairperson), Tamsin Crane, Richard Wade, Patricia Athawes.

Shane McAleavey stood down from this working group. Shane McAleavey was nominated to re-join this working group but he declined the nomination.

ACTION: Pervin Shahin to invite Janet Manning to join this working group.

Community Support: Richard Wade (Chairperson), Tamsin Crane, Patricia Athawes, Claire Woollard, Susan Harris.

Website: Garin Schoonhoven (Chairperson), Tamsin Crane, The Clerk, the Deputy Clerk.

Neighbourhood Development Plan: Claire Woollard, Tamsin Crane, Patricia Athawes, Richard Wade, Irma Schoonhoven.

Allotments: This working group was formally dissolved at minute 104/2019 but if any matters arise concerning the allotments the Cllrs nominated to make recommendations to the Council were Richard Wade, Graham Webb and Gavin Schoonhoven.

Traffic Calming: Graham Webb (Chairperson), Tamsin Crane, Richard Wade, Shane McAleavey, Garin Schoonhoven.

77/2021 To confirm the Parish Councillors leading on the following areas.

a) Cemetery. Susan Harris.

b) Reservoir. Irma Schoonhoven.

c) Public Transport and Cycle paths. Irma Schoonhoven.

d) Drayton Chronicle contributions. Tamsin Crane.

78/2021 To confirm the Parish Council representatives on the following groups.

a) Drayton Village Hall & Recreation Ground (nominated trustee). Pervin Shahin.

b) Drayton Charities (nominated trustee). Camilla King (who is also Chair of the Alms houses).

c) Community Trust (nominated trustee). ACTION: Susan Harris will confirm whether Camilla King is willing to be the PC’s representative.

d) Millennium Green Trust (nominated trustee). Tamsin Crane.

e) DAMASCUS Project. Pervin Shahin.

f) Neighbourhood Action Group (NAG). Deputy Clerk.

g) Drayton Community Primary School. Patricia Athawes

79/2021 Declarations of Interest, Dispensations or Use of Delegated Powers. Cllrs Tamsin Crane and Susan Harris each have a general interest in the Manor Farm development as they both live on this development. Cllr Richard Wade has a general interest in the Millennium Green because he is a member of the Millennium Green Trust Committee, and in the Allotments site as his wife rents an allotment. Cllr Graham Webb declared a general interest in the allotment site as he lives near the allotments.

80/2021 Public Participation. None.

81/2021 Minutes of Parish Council Meetings. The minutes of the Parish Council meetings held on 13th April 2021 and the Extraordinary Parish Council meeting held on 27th April 2021 were approved and signed by the Chairperson.

Proposed: Tamsin Crane Seconded: Susan Harris Resolved: 7 for and 2 Abstentions (by Cllrs not present at the EPC meeting).

82/2021 Action Checklist from the Previous Meeting. Noted.

83/2021 Scheme of Delegation. Item deferred.

ACTION: Clerk to draft some wording for approval at next Parish Council’s meeting.

84/2021 Finance and Personnel Committee (Patricia Athawes). See Appendix A.

a) Payments. The list of payments had been circulated prior to the meeting. The 2 councillors authorised by the Council to approve the online payments this month were Patricia Athawes and Shane McAleavey. They were also authorised to approve the payments that are required to be made before the next meeting.

b) Bank Statement and Reconciliation had been circulated prior to the meeting and were noted.

c) Disposition of Council Funds had been circulated prior to the meeting and was noted.

Cllr Claire Woollard arrived at 8:30pm.

85/2021 Public Art Working Group.

Contract with Artist. This item was deferred until the next meeting of the Council.

86/2021 Meetings after 6th May 2021.

a) Government’s position. It was noted that the Government’s position is that all Council meetings should be held in public after 6th May 2021.

b) Council Meetings Going Forwards. It was noted that working groups can still meet remotely.

ACTION: Deputy Clerk to book Caudwell Day Centre for the Planning Committee meeting on 11th May 2021 and see whether the Village Hall would be available if a Parish Council meeting was held on 15th June 2021.

Reserved Business. Exclusion of the Public and Press. In view of the nature of the business to be transacted any members of the public and press were temporarily excluded from the meeting (Public Bodies (Admission to Meetings) Act 1960 s.1).

87/2021 Burial Ground.There were no updates to note at this meeting.

88/2021 Project Manager. There were no updates to note at this meeting. A separate meeting will be called to this matter.

b) Parish Council. 15th June 2021 tbc.
