Accessibility Statement

This statement applies to content published on the website – www.draytonvillage.co.uk/drayton-parish-council.

This website is funded and managed in part by Drayton (Abingdon) Parish Council. It is designed to be used by as many people as possible. The text should be clear and simple to understand. You should be able to:

  • zoom in up to 300% without problems
  • Navigate most of the website using just a keyboard
  • Navigate most of the website using speech recognition software
  • use most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible is this website?

We know some parts of this website aren’t fully accessible:

  • Some images do not have good alternative text
  • Many historical documents (posted before September 2018) are in a format not fully compatible with assistive technology
  • Some posted documents are not yet able to be converted as they are provided as an image file and cannot be reproduced in a text format.

Technical information about this website’s accessibility

Drayton (Abingdon) Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with Web Content Accessibility Guidelines Version 2.1 level AA. Partially compliant means that some parts of the content do not fully conform to the standard.

Content that’s not within the scope of the accessibility regulations

Many of our older PDF documents do not meet accessibility standards.

Older PDFs do not include alt text alongside non-decorative images and diagrams, so people who cannot see them understand what they’re there for. This does not meet WCAG 2.1 success criterion 1.1.1 (non-text content).

Older PDFs are scanned from the original document so that images contain text. This fails WCAG 2.1 level A success criteria 1.4.5 (images of text).

Older PDFs may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criteria 4.1.2 (name, role, value).

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to update historical agendas and minutes.

Where PDF or Word documents are essential to providing our services, we plan to either fix these or replace them with accessible HTML pages when the document is due for review.

We aim to produce all new content in HTML format, however if any new PDFs or Word documents are published, they will meet the accessibility standard.

The website includes third party content. We cannot guarantee that third-party content is accessible but will use reasonable efforts to try and make it compliant where we can.

How we tested this website

This website was and is currently being tested for compliance with the Web Content Accessibility Guidelines V2.1 level A and level AA, and these tests have been carried out internally.

What we’re doing to improve accessibility

Following our initial assessments, we have made many improvements to our website, including contrast, navigation and documents.

The Website Working Group will regularly meet to ensure that the site continues to meet the stated guidelines were there is not a disproportionate burden within the meaning of the accessibility regulations.
