216/2018 Minutes.

The minutes of the previous Parish Council Meeting were approved and signed by the Chairman.

217/2018 Action Checklist from the Previous Meeting – Appendix A.

The action checklist was noted and specific issues are reported below:

Dog Faeces.

The Deputy Clerk has produced a map showing the location of the current bins.

Suttonwick Lane, Grass outside Casa Mia.

On 20th November 2018 the Deputy Clerk and Cllr Graham Webb met with the resident and discussed the area of common land he would like the Parish Council to add to its grass cutting scheduled.

Group Against Reservoir Development (GARD).

The Parish Chairman submitted a response to the Thames Water consultation on behalf of the Parish Council.

FP16 Barbed Wire.

It was noted that there is still no response from Arthur McEwan-James (OCC).

ACTION: The Clerk to send letter to the landowner asking that the barbed wire be changed to just wire.

Walnut Meadow Barbed Wire.

There was a verbal agreement made with the land owner that the barbed wire fence will be removed when the play area is ready to be opened.

ACTION: The Clerk to send letter to the landowner asking that the barbed wire be changed to just wire as the play area is to be opened later in December.

Gravel Lane Stone Wall.

It was noted that this wall was lawfully demolished under planning application P13/V0473/FUL.

Cllr Pervin Shahin arrived at 8:00pm.


218/2018 Finance & Personnel Committee – Appendix B. (Cllr Patricia Athawes).

  1. Payments. The list of payments circulated prior to the meeting was approved. The 2 councillors nominated to approve online payments were Patricia Athawes and Richard Williams.
  2. Bank Reconciliation. The Council noted the bank reconciliation that had been circulated prior to the meeting.
  3. Disposition of Council Funds. The council noted the disposition of council funds that had been circulated prior to the meeting.
  4. Minutes of the Finance and Personnel Committee Meeting held on 19th November 2018.
    * 2019/20 Precept. It was resolved to request a 2019/20 precept of £89,530.00 which, due to increased number of houses in the parish, should represent no increase in the precept paid by a typical Band D household,

    * Accounts were noted.
    * Ear Marked Pavilion Reserve. It was resolved to set up an ear marked reserve to start saving money towards the new Pavilion that the PC plans to build at Walnut Meadows.

    * Grants. That the Parish Council formally ratified the following grant applications approved by the Finance Committee for payment in 2018/19.
    * The Abingdon Bridge. £1,000.00.
    * Drayton Football Club. £350.00 (This is for 5 cuts at £70.00 a cut between December 2018 and April 2019 (inclusive). A further grant for additional cuts can then be reviewed by the new Council in May 2019).
    * Oxfordshire South & Vale Citizens Advice Bureau. £1,100.00.
    * Be Free Young Carers. £375.00.
    * Debit Card. It was agreed for the Parish Clerk to have a Parish Council bank card.

219/2018 Death of a Senior National Figure.

The following document had been circulated prior to the meeting ‘Drayton PC Policy for Marking the Death of a Senior Figure 10 Dec 2018.docx’. It was resolved to change the policy to ‘Parish Council Policy for Marking the Death of a Senior National, or Local Figure subject to Parish Council Agreementl’.

It was resolved for the Clerk to purchase 2 loose leafed books of condolence from Amazon and 2 packs of loose leaf refills (20 sheets) for a total budget of £67.00 + 1 extra refill.

It was agreed not to purchase any official photos.


220/2018 Public Art Working Group.

It was resolved to adopt the Terms of Reference subject to the words ‘bi-monthly’ changed to “every other month’ at item 7 and the word ‘ratifying’ being changed to ‘ratification’ at item 10.

221/2018 Council Meeting and Other Significant Dates.

The 2019 meeting dates were approved.

ACTION: The Deputy Clerk to book Caudwell Day Centre and publish dates.


222/2018 Leisure & General Purposes Working Group (Cllr Richard Williams).

  1. Village Caretaker report was noted.
  2. Dog Faeces.

    ACTION: All Councillors to think where we might want another dog poo bin.


223/2018 Rights of Way & Conservation Working Group (Cllr Graham Webb).

  1. Footpath/Cycle path Improvements. Cllr Graham Webb gave his report.
  2. Drayton Conservation Area Appraisal. It was noted that the VWHDC is planning to go out to public consultation in the New Year with summer/autumn 2019 adoption subject to a positive outcome of consultation and Cabinet review.

224/2018 Allotment Working Group (Cllr Richard Williams).

It was noted that a meeting was held on 21st November 2018 between Tim Atkins (Allotment Warden) and Cllrs Richard Williams, Pervin Shahin and Matthew Lowy. Christopher Price and Robin Butler also attended this meeting. The group discussed improving security at the site to deter thefts of produce. Fencing options and costs will be investigated. Cllr Pervin Shahin suggested that 2 more additional water troughs might also be of benefit. It was agreed that it would be a good idea to ensure that all plot holders are issued with the most recent allotment contract when they are invoiced for the allotment rent.

ACTION: The Clerk to circulate latest allotment tenancy agreement to all Councillors so it can be discussed at the January meeting. When this is agreed the Clerk will draft a letter to tenants.


225/2018 Projects Board Committee.

  1. Walnut Meadow / Miller Homes. It was noted that there was a meeting on 7th December 2018 between Miller Homes, representatives from the Parish Council, County Cllr Richard Webber and Emma Turner, Head of Enforcement at the Vale of White Horse District Council

    ACTION. Cllr Adrian Cooke to circulate and then publish the meeting notes.

  2. Barbed Wire Fence. There is currently a barbed wire fence close to the new children’s play area. The previous Parish Council Clerk had obtained the agreement of the landowner concerned that he would replace the barbed wire with alternative fencing when the play area was ready to be opened to residents. This time has now come.

    ACTION: The Parish Clerk will write to the landowner and ask him to replace the barbed wire fence

  3. Sports Pavilion – P17/V0281/RM. Layout, scale and appearance (including construction materials) of the sports pavilion development, its associated landscaping and means of access within the site. As amended by plans received 22nd March 2017. Land west of Abingdon Road Drayton. It was noted that this planning application was approved on 19th May 2017 with a condition that the development shall be begun within a period of either two years from the date of this approval.

    ACTION: The Clerk to request an extension in time for an additional 24 months.

  4. New Play Area, Chestnut Drive. The aim is for this new play area to be opened by Christmas 2018.

    ACTION. The Clerk will add the new play area to the Parish Councils insurance policy.

  5. Fence along the new footpath between Barrow Road and Corneville Road. The responsibility for the boundary fence in question is confirmed as being in dispute. The Parish Council agreed to contact the Land Registry with a view to establishing the ownership of the fence, hopefully beyond doubt. It will decide what further action to take in the light of its findings.

Installation of a synchronous gas powered standby generation facility, plus ancillary infrastructure and equipment. Land at Steventon Road Drayton Abingdon OX13 6RN.

PC: Objection:

This extends the built up area of the village outside the developed envelope and therefore should be not allowed. The unit is a commercial generator and has no place within a village and is a potential source of noise and risk that is not appropriate in proximity to houses. It appears to bring no benefits to the village and contrary to the neighbourhood plan is not in any way in keeping with any of the other developments in the village. It is more appropriate for a unit such as this to be placed in proximity to other industrial developments, and as there is a national grid there is no justification for placing it in a village. The unit is gas powered, this means either the unnecessary risk of storage of pressurised gas containers in close proximity to a major road and residential property… or major works to connect it to a main gas supply. Is there a secret high-pressure gas main under the A34 there? In the absence of any consultation or explanation in the application documents, we have no idea as to the purpose or long term plans for this facility and so have no context to the application.
