202/2019 News from OCC Councillor.

203/2019 News from VWHDC Councillor (Adrian Cooke).

  1. Land to the rear of 10 Halls Close, Drayton, Abingdon OX14 4LU. Appeal Ref: APP/V3120/W/19/3228667. It was noted that the appeal has been allowed and planning permission is granted.
  2. Manor Farm, Cala Homes. It was noted that a meeting with Cala Homes had been held on 17th September 2019. See Projects Board Committee Minutes from 19th September 2019 for details.
  3. Miller Homes, Walnut Meadow. The following report from Claire Woollard was noted:

    Entrance to site
    – Agetur now on site to commence with entrance to estate works
    – Project start date 1 week later than agreed delayed start date of 30/9 – still have not been informed of reason for delay

    Communications
    – Millers agreed to send fortnightly communications by email to Walnut Meadow residents – this is not happening and has been flagged twice
    – DPC are ensuring updates are included within the Drayton Chronicle

    Barrow Road / Walnut Meadows / Corneville connecting pathway
    – barriers completed
    – signage not yet completed

    Landscaping
    – awaiting Millers review of site landscaping to ascertain whether it meets agreed plans following recent tree planting around the playing field and replacement of dead trees
    – flagged some issues regarding trees not planted deep enough, and not got correct level of supporting stakes to support more mature trees and holly trees planted in front of 2 Holly Lane
    – no works commenced on the ‘grassed’ areas

    Playing Field
    – Topography / elevation study shared with Miller Homes – no response
    – No works (removal of large rubble etc) have been completed/confirmed by Millers from the area

    It was resolved that the Council should seek legal advice on certain aspects of the Walnut Meadows site, and accordingly it was resolved to spend up to £1,500.00 plus VAT on this.

204/2019 News from OCC Councillor (Richard Webber).

  1. Pedestrian Crossing on the Abingdon Road (B4017) at Manor Farm / Hilliat Fields. It was noted that the crossing has been redone but is still not correct so Cala Homes will need to redo it yet again.
  2. BW3 Closed Bridge. It was noted that this bridge linking Drayton to Marcham via BW3 had an emergency closure by notice on 22nd July 2013 and will be reopened in the Summer. The Deputy Clerk received an email in September 2019 from an officer at OCC apologising for the continued closure of the bridge. They confirmed that they have now agreed a course of action with the landowner to undertake emergency repairs before the winter to stabilise the bridge with a view to undertaking the full repair and reconstruction of the structure next summer.

205/2019 Public Participation.

Group Against Reservoir Development (GARD). Derek Stork (Hon Chairman, GARD) updated the Council.

206/2019 Minutes of the Previous Parish Council Meeting.

The minutes of the previous Parish Council meeting were approved and signed by the Chairperson.

207/2019 Action Checklist from the Previous Meeting – Appendix A.

The action checklist was noted and specific issues reported below:

Conifer Trees that are on the Boundary with 85A Barrow Road and Burial Ground / Allotment Hedge.

ACTION: Shane McAleavey to arrange suitable date with St Peter’s Church for trimming of hedge.

Seating at Bus Stops.

Irma Vastakaite will lead this project.

Pedestrian Crossing for the High Street (B4016).

Garin Schoonhoven has conveyed the suggested location to Richard Webber / OCC Highways.

Bins for the Churchyard.

The Village Caretaker has moved the bins to the corner of the burial ground. It was agreed to urge people not to leave plastic in the burial ground. It was also agreed to consider constructing some large compost bins made from pallets.

ACTION: Tamsin Crane to write a letter urging people not to leave plastic in the burial ground.

Council’s Website / Facebook Page.

Garin Schoonhoven is now an editor on the Council’s Facebook Page.

Glanville / Walnut Meadow Sports Field Level.

An estimate had been and approved. The report showed the levels to be higher than the plans approved by VOWHDC.

Public Art Working Group.

Tamsin Crane had attended the meeting on 5th September 2019 and asked the officer from the District Council who is helping with this project to provide details of the timing, costs and paperwork involved. Pervin Shahin will follow up this request for information.

Village Hall Car Park Bins.

Deputy Clerk discussed the matter with the Village Caretaker. It was noted that a second Grundon bin maybe required as the village expands.

Cala Homes, Manor Farm, Gravel Lane Footpath.

Tamsin Crane and others had attended a meeting with Cala Homes to discuss footpaths and other issues with this development.

P18/V1547/FUL. Single dwelling house with detached double garage. 208 Steventon Road Drayton Abingdon OX13 6RN.

Councillors to clarify the position of the red line in PLANNING POLICY P-LF2: BOUNDED DEVELOPMENT.


208/2019 Finance & Personnel Committee – Appendix B (Patricia Athawes).

  1. Payments. The list of payments circulated prior to the meeting was approved. The 2 councillors nominated to approve online payments were Patricia Athawes and Graham Webb.
  2. Bank Reconciliation. The Council noted the bank reconciliation that had been circulated prior to the meeting.
  3. Disposition of Council Funds. The Council noted the disposition of council funds that had been circulated prior to the meeting.
  4. Finance & Personnel Committee Membership. It was resolved to co-opt Claire Woollard onto the Finance & Personnel Committee.

209/2019 Public Art Working Group (Pervin Shahin).

  1. Village Hall Mosaic. It was noted that the mosaic in the small hall is to be replaced with a new one.
  2. Manor Farm Labyrinth. It was noted that there are a number of steps and procedures that need to be followed before authorising the work on the labyrinth.

    ACTIONS:
    1. Deputy Clerk to ask the current grass cutting contractor if he is happy to cut the grass within the labyrinth.
    2. Pervin Shahin to request a formal proposal from VOWHDC and ask them to obtain 3 quotations for the work.


210/2019 Rights of Way & Conservation Working Group.

Richard Wade was not present.

Claire Woollard’s report had been read out earlier in the meeting under 203/2019 News from VWHDC Councillor (c).

213/2019 Pond at Sutton Wick.

This agenda item was deferred to the next meeting.


214/2019 Correspondence.

Abandoned Car. In September 2019 the parish council received an email from a parishioner that reported an abandoned car at the end of Sutton Wick Lane. It was suggested that this had been there since June 2015.

ACTION: Deputy Clerk to circulate letter that was sent to the owner of the abandoned vehicle to all Cllrs.

EXCLUSION OF THE PUBLIC AND PRESS. In view of the nature of the business to be transacted any members of the public and press would have been temporarily excluded from the meeting (Public Bodies (Admission to Meetings) Act 1960 s.1). As there were none in attendance this exclusion was not required.


218/2019 Burial Ground.

The Council discussed matters relating to the consecration of additional land in the burial ground and agreed the next steps.

Appendix A

Action Check List

Additional Consecrated Land.

Clerk working with the Diocese office to process the application for the Bishop of Dorchester to consecrate additional land at the existing burial ground.

Dog Faeces.

Clerk ready to order 3 new bins but project stalled due to VWHDC refusal to empty bins at the proposed sites as they do not agree that they are required. Chairperson to monitor the situation to determine if further communication required to VWHDC needed about this. Adrian Cook to follow up with Biffa / Vale.

Pond on Sutton Wick Lane.

Clerk to procure warning signs. Tamsin Crane to write to Thames Water about use of pond as run off, and OCC Highways. Deputy Clerk to write draft risk assessment.

Bees and Trees.

All Councillors to think about potential locations for bee friendly plants and for free tree planting. Tamsin Crane to circulate details of the Woodland Trust scheme for consideration.

Clerk/Deputy Clerk to add item to agenda to investigate increasing the Projects Board authorised spending limit to £1500.00.
