of the Remote Meeting held on 6th July 2020 at 7:30pm.

95/2020 Apologies for Absence.

96/2020 Declarations of Interest, Dispensations or Use of Delegated Powers.

Garin Schoonhoven, Irma Schoonhoven declared an interest in the allotments and The Dovecotes. Tamsin Crane declared an interest in Manor Farm. Claire Woollard declared an interest in Walnut Meadow. It was noted that Garin Schoonhoven, Irma Schoonhoven and Richard Wade had previously applied for and be given a dispensation as regards the agenda item on allotments.


97/2020 Report from OCC Councillor and VWHDC Councillor.

Andrew Cooke (VWHDC) and Richard Webber (OCC) were unable to join the meeting due to technical difficulties. No reports were received.


98/2020 Public Participation.

None.


99/2020 Minutes of the Previous Parish Council Meeting.

The minutes of the Parish Council meeting that was held remotely on 1st June 2020 were approved and signed by the Chairperson.

100/2020 Finance and Personnel Committee – Appendix A. (Patricia Athawes).

  1. Payments. The list of payments approved using delegated powers at the beginning of June had been circulated prior to the meeting and were noted. The payments list for July was circulated before the meeting. The 2 councillors authorised by the Council to approve the online payments at the beginning of July were Patricia Athawes and Shane McAleavey
  2. Bank Reconciliation had been circulated prior to the meeting and was noted.
  3. Disposition of Council Funds had been circulated prior to the meeting and was noted.
  4. Grant Applications. The grant application from ‘Clean Slate’ for £100.00 was approved.

101/2020 Planning Committee – See Appendix B. (Matthew Lowy was not present).

Clerk’s Note: There was no July planning meeting as the Planning Committee was not quorate.
Planning Applications (Tamsin Crane). The Parish Council discussed the approach to reviewing planning applications and how this ties into the need for the PC to form a retail working group.


102/2020 Projects Board Committee (Claire Woollard).

  1. Walnut Meadows Sports Pitch. It was noted that a report updating Cllrs on the situation and status of the Walnut Meadows Sports facility had been circulated before the meeting. It was also noted the Vale Planning Enforcement appear to have changed their position on next steps and responsibilities, so Claire Woollard has asked Richard Webber (OCC) and Andy Cooke (VWHDC) to get involved. It was also noted that the Environment Agency have confirmed that they do not consider the imported material to be waste and resolving the matter is not in their remit.
  2. Village Survey. It was resolved in principle to conduct a 2020 residents survey to confirm what sports or recreational facilities residents want at the Walnut Meadows Sports facility.

    It was noted that the last survey had been undertaken in 2016/17 and approximately 500 new residents had moved into the parish since then.

103/2020 Online meetings.

It was resolved to use Webex for the next meeting due to issues with Zoom.

104/2020 Projects Board Committee (Continued).

  1. Dovecote Development (Irma Schoonhoven). It was noted that a clause in the S106 agreement for the playground has been breached, but was under review by the District Council.
  2. Neighbourhood Development Plan (Tamsin Crane). It was noted that the NDP potentially needs updating including Figure 4 – Built up area of the village. It was agreed to establish a working group to review updates that may be required. This working group will comprise Tamsin Crane, Claire Woollard, Patricia Athawes, Richard Wade and Irma Schoonhoven. The chairman of the working group has yet to be confirmed.

105/2020 Community Support Working Group (Richard Wade).

It was noted that the ‘free food delivery’ has run for 10 weeks and has now finished. The group is now looking for a carefully managed exit strategy to ensure that no resident is left without assistance, but to help transition them to more long term suitable assistance (such as prescription deliveries etc).


106/2020 Reopening of the Playgrounds.

It was noted that the government has issued guidance on managing playgrounds with the easing of the lock down following the COVID-19 pandemic. It was also noted that the Clerk had produced a risk assessment and poster which had been circulated to all Cllrs prior to the meeting. It was agreed that the usual frequency of play area checks would resume and that the caretaker would be reminded of the need to use appropriate PPE when doing his checks. It was resolved to approve the risk assessment and poster, as amended during the meeting and reopen the Playgrounds. The Deputy Clerk will put laminated posters up at the entrances to the play areas and also post the poster on the Parish Council web site and the Drayton families Facebook page.

107/2020 Website Working Group (Garin Schoonhoven).

  1. Terms of Reference. It was resolved to adopt the terms of reference.

  2. New Website Design. It was agreed that the new website will be modelled upon Upper Rissington PC website, with an improved privacy/data protection statement page.
  3. Conversion of Documents. To was resolved that all key non compliant documents from 23rd September 2018 be translated to properly indexed .html pages by Jules Meredith on a paid basis of £15.00 per hour up to a maximum of £750.00.

108/2020 Allotments.

  1. Fencing. Three quotations were received and considered. It was resolved to approve quotation B for fencing around the allotments. The Council will apply for the funds to pay for this project from S106 monies which have specifically been allocated to allotment improvements in Drayton. Quotation B:
    Supply and erect approximately 400 metres of Clipex posts placed every 4 meters and XHT13-190-15 deer netting.
    Supply and erect two 1220mm fully meshed deer gates on Clipex posts. £ 7599.54
    Supply and attached 1200mm rabbit netting with a 300mm return laid on the ground. £ 341.00

  2. Water. It was resolved to approve payment up to £1,000.00 to purchase 4 water troughs and associated hardware. These items will also be included on the application for S106monies.

110/2020 Correspondence.

All correspondence had been circulated via email.


111/2020 Items to be noted from Parish Councillors.

Public Art. It was noted that the Chronicle has a section on the submissions from 3 artists and invites residents to vote of a preferred artist. It was agreed to publish this information on the website and Facebook.

Outline planning application for the erection of 3 detached dwellings with parking under timber frame car ports on land to the rear of and part of the garden of Norrington House, demolition of the existing garage to facilitate provision of access along existing driveway, landscaping reserved for later determination. PC: Objection:

The original (withdrawn) planning application for this site was for 10 houses and we understand was withdrawn because of the Vale of White Horse confirming that the retail space at the road ward edge of the plot was required to be retained. In the PC opinion, this application for three houses clearly is under using the site and is very likely to be followed by subsequent applications for further development at the rear of the site. The PC consider this appears to be a way of avoiding the requirements to provide social housing by developing the site piecemeal and may also be an attempt to bypass the requirement to retain the retail frontage on the site.

VWHDC: Refusal of Outline Planning Permission on 5th June 2020.

Drayton PC wishes to object to the requested planning permission because in the PC’s opinion the application is for a development that is disproportionate to the site and is overshadowing the neighbouring property. Further, if the planning application is granted Drayton PC request that a condition be added to the permission such that the drive shall be made capable of safely taking the three vehicles and not add extra street parking. Drayton PC also wish to add comments that the planned development provides no pathway to the back garden except through the house.

PC: Objection:

Drayton PC would object to the development on the grounds that the property concerned is visible from the neighbouring public footpath and the planned extension would be more obtrusive from this footpath. It is also felt the planned development constitutes over development of the site. Drayton PC would also like to comment that it is hard from the supplied drawings to see how the existing and proposed structures relate to each other, that describing it as a development of an existing property is stretching the description of it as being a development rather than replacement.
