Finance and Personnel Committee Meeting

held on 25th April 2023 at 6:30 pm (remote meeting)

Councillors Present: Patricia Athawes (Chairperson), Graham Webb, Richard Wade and Alistair Cummings.

Councillors Not Present: All Councillors were present.

In attendance: Dianne Rickaby (Locum Clerk), Chris Price (Deputy Clerk).

Public: None.

11/23 Apologies for Absence. None.

12/23 Declarations of Interest, Dispensations or Use of Delegated Powers. None.

13/23 Minutes of the Previous Parish Council Meeting. The minutes of the previous meeting held on 7th March 2023 were approved.

15/23 Grant applications –

Clean Slate – Members discussed the application however as it was not clear what their accounts are and what amount they are applying for,

It was recommended that the grant application to be deferred to the next meeting once the information required is presented.

A member enquired if ST Peter’s church had received a grant towards the grass cutting?

It was recommended the Clerk to look at accounts to see if a dedicated grant has been made.

16/23 Members considered the bank reconciliation up to the 31st March 2023, along with the summary of receipts and payments.

It was recommended that the information be received and approved.

17/23 Year End Accounts – The Clerk gave an update on the year-end accounts and the internal audit process.

It was recommended – the information be received.

A discussion took place on the earmarked reserves and it was recommended that an agenda item be placed on the next Finance & Personnel Committee to discuss in more detail. Also, to discuss CIL & S106 monies.

As no members of the public were present the meeting continued.

18/23 Burial ground covenant – to note any updates. – no updates other than the report of some of the new hedges at the Cemetery have been mown down.

It was recommended – the Clerk to contact the contractors and advise them to be more careful when cutting the grass in this area.

19/23 Clerk’s position – discussion took place around planning interviews for the role.

It was recommended that dates can be arranged once we know if and how many applications are received.

The Chairperson declared the meeting closed at 7.13 pm
